Diagnostic features include the iridescent blue neck and breast, white facial markings around the eye, a fan-shaped crest of wire-like feathers on the crown, and scalloped bronze-green 'scaly' wing coverts. The long train appears to be in a molted/short state, with barred brown flight feathers visible at the rear.
Other possibilities:
- Green Peafowl (Pavo muticus) — Also a large peafowl with iridescent plumage, but it has a green scaly neck and a tufted, non-fanned crest, and lacks the white bare face patches seen here.
